safety at nuclear power plants is essential to maintaining nuclear power generation in the future. mockley said the nuclear generation in europe is facing opposition since the fukushima accident, but says he believes it's possible to regain the public's trust if the industry becomes more transparent. he added that ariva hopes to exchange views on variouses as t aspects of nuclear energy with japan in the future. members of djapan's nuclear saf tiff administration says they must do more before lifting an evacuation advisory for areas near the fukushima daiichi nuclear plant. during a news conference on monday, they were referring to comments made by the minister in charge of the nuclear disaster. the minister said the government could lift the advisory for areas 20-to-30 kilometers by around july 17th. the members say a safety assessment must first be carried out to fully understand the situation inside the damaged reactors.

they say the government must also confirm that another hydrogen explosion will not occur. residents in the evacuation advisory zone are required to remain indoors and must be prepared to evacuate in the event of an emergency. some have already left for safer areas. the members say the evacuation advisory zone must be thoroughly monitored for radiation contamination before residents are allowed to return to their homes. tokyo electric power company has set july 17th as the date for completing the first stage of bringing the nuclear plant under control. by that time, the utility hopes to have cooled the reactors and have implemented measures to prevent a hydrogen explosion. in news, former bosnian serb commander ratko mladic has been ejected from the hague court during his arraignment for repeatedly disrupting the proceedings. mladic is accused of ordering the mass murder of about 8,000 muslims in the village of srebrenica in july 1995.

he appeared at the international criminal tribunal at the hague on monday. he faces 11 charges relating to his role in the civil war in bosnia-herzegovina. he interrupted the presiding judge as he read out the charges. he refused to enter a plea. mladic said he would not listen to a word of the script unless his choice of lawyer was present. he continued to shout and defied the judge's order to stop. he was then removed from the court. the tribunal resumed without the defendant and the judge continued with the proceedings. according to court rules, refusing to plea is considered as pleading not guilty. > > the massacre took place not only in the town but also in the surrounding area. nhk went to one of the neighboring villages and talked to the survivors about mladic's trial.

>> reporter: the village has vivid reminders remain on walls and houses. 16 years ago, the village was raided by an armed serbian group. over 2,000 male muslims were reportedly brought to a warehouse on the edge of the village and shot to death, one after another. only two survived. 31-year-old haso hasanovic is one of them. at the time of the tragedy, he was only 15.

>> translator: they were all shot in front of this wall. after the armed group killed about 30 people, they made male villagers carry the bodies away. after that, it was their turn to get killed. this continued for what seemed like an eternity. i cannot get closer. >> reporter: when he thought it was his turn to die, a serbian soldier ordered him to fetch water, s to a well. >> translator: a girl whose throat had been slashed by the armed group was lying near the well, dying. i didn't want to die like that. i decided to run, even if i might get shot. >> reporter: serbian soldiers fired at him as he run, but he

managed to escape. but his father was caught by a militant and never returned to his family. hasanovic lives with his wife two children and mother in srebrenica. after the massacre, his life returned to normal, but he's now once again wounded by painful memories. it started in late may when he heard about a serbian armed group commander ratco mladic who masterminded the murders. >> translator: mladic is responsible for the massacre.

when i see him, all the memories come back so vividly. >> reporter: hasanovic became unable to control his emotional ups and downs and started taking tranquilizers. >> translator: without medicine, he can't calm down. >> reporter: hasanovic doesn't want his children to experience his suffering. tvs and newspapers report on the massacre every day. he says he has to tell his children about his family's painful history. he took his daughter to a cemetery where the victims of the massacre are buried. his father is buried here, too.

suffer trauma, but they are trying to forge ahead for the next generation. in other news, the european union will spend $14.5 million of food aid to north korea. the european commission made an announce. on monday. it said the food will be distributed through the world food program to about 650,000 people living in the northern and eastern provinces. the main recipients will be pregnant women, mothers with infants and children 5 or younger. the commission said the eu and the wfp will check delivery at every stage and visit distribution sites, hospitals, childcare facilities and households. it also said that it would not hesitate to end humanitarian aid if it discovers the food is being diverted from its intended recipients. eu experts traveled to north korea in june to examine the seriousness of the food situation. they confirmed that north kor n

koreans are receiving only 20% of the necessary daily nutrition from state distribution systems. indonesian nurses and caregivers are heading to japan to prepare for examinations to quality to work in the country. the candidates were invited to a send off party at the japanese embassy in jakarta on monday. >> japan has been accepting indonesian nurses and caregivers for four years. 105 will enter the program this year. the indonesian government said three applicants withdrew after the march 11 disaster in japan. but it also said many more are determined to join the program, despite opposition from their family members.

>> after arriving in japan, they will learn japanese and then work in hospitals and nursing homes across the country. and now we take a look at the latest in business news. you have the latest on greece? >> right, i do, katherine. concerns still lingering over greece despite the latest bailout plans. a major u.s. credit rating agency says last month's proposals by the french treasury and banks to rescue greece could amount to a partial default. on monday, standard & poor says the plan could lead to a selective default. the french plan says the country's institutions will relend 70% of the loans they hold in the form of newly issued 30-year greek government bonds.

the agency says the proposal may result in investors receiving less than the promised value of the original securities. last week, 17 ministers approved extra loans for greece. and now let's get a check on the markets. u.s. markets were closed for a public holiday on monday, july h, with few directions for markets to go on. for the latest in tokyo trading this tuesday morning, let's cross over now to the tokyo stock exchange. how did stocks kick off over there? >> starting out in the positive, but just now dipping into the negative ever so sliegly. not a massive move, but just in the negative in the first 20 minutes of trading. now, the nikkei actually did touch around 10,000 yesterday for the first time in around two months. and shares in some stocks saw some volatile swings, especially we were tracking tepco yesterday, which rose 20%. other stocks which had seen

selling earlier on, also rosed on bargain-hunting moves. going to see if that continues or if some positions come in for a bit of profit taking, which is maybe what we're seeing right now, with both indexes dipping into the negative. now looking at other markets in asia yesterday, also shanghai stocks hit a six-week high. if that trend continues, it may help tokyo stocks. we'll see how that continues into the rest of the day. still has you said with the u.s. closed for a public holiday, trading was a little thin. even the news of credit rating agency standard & poor's warning on greece's debt met with a few major moves. standard & poor's did say yesterday that any rollover or repackaging of greece's debt would amount to be the same, almost as if it was defaulting. but if you have a look at the currency markets actually, the reaction was pretty much muted with the euro still holding around the mid 117 level against

the yen. able lists saying that markets are really focussing on some key data out of the u.s. this week. factory orders later on today, midweek we're going to have ism nonmanufacturing data, which following the manufacturing data we had last friday. then, of course, the major jobs numbers due out on friday. and also the european central bank will decide on interest rates this week as well. so some crucial items there for investors to watch out for. but for now, the nikkei ever so slightly in the negative. back to you. >> thanks a lot for that. that was our market reporter at the tokyo stock exkmang. nec will launch rechargeable batteries for home use in july. a demand for growing emergency power supply is growing after the march disaster temporarily forced tepco to ration electricity across the tokyo

area. nec says its batteries will provide six kilowatt of power per charge. for a typical household, that's half a day. it says it aims to boost its production capacity by early next year. power shortages are prompting other electronic firms to make similar moves. panasonic is set to unveil a new product on tuesday while toshiba may launch its batteries before early next year, which was the plan under a previous announcement. and now let's get at recap of the latest market figures.

>> that's all for now in business news. and welcome back to your weather update. we're looking at the weather in east asia. we're talk act the seasonal front that produces moisture right below it. heavy rain to japan yesterday, and it's still continuing to be pretty active again today, and really across the country, still very unstable conditions. so while the widespread persistent rain has eased, there's still going to be the chance of some stronger thunderstorms, especially in the morning hours. they could pop-up anywhere, so you do want to watch out for periodic heavy downpours that could develop very quickly. as we head into the later part of the day, it will start getting wet again in southern portions of the country, and

then that same rain front will bring you more rain towards the central slice of china as well. and remaining heavy in towards inland areas of the country. looks like it may really intensify again today. northeast china, more showers are going to be spreading and moving on in today from the southeast, showers and thunderstorms will prevail across much of the philippines. now for temperatures temperature tuesday's highs will get up to 31. as hot as yesterday, but still pretty warm. getting up to 35 in beijing, and 38 degrees, very, very hot conditions here. high heat that you do want to take care if you are going to be out and about. now over towards the americas, you could interrupt some of the fourth of july fireworks for you here. there's also the chance of strong storms erupting towards the coastline. so parts of the mid atlantaic region may see some stormy weather tonight. another stormy area is going to be here up in the upper plain,

all the way up into parts of the central canada as well. and rain will start over ontario and quebec over the next 24 hours. for the rockies, still scattered showers that extend all the way down in towards mexico. lots of tropical moisture here so you're going to continue to see more rain over the next couple of days. as for tuesday's high, in houston, it's hot but not as hot as in phoenix. 43 degrees for you here. some very strong heat again. so you do want to stay well hydrated as you head outdoors. as for europe, it's still very sun etled out towards the east. we've got that slow moving system here, continuing to produce scattered showers, thunderstorms and downpours. looks like it may spread a little more towards the baltic state as well as western russia. italy, too, will need to watch out for thunderstorms that are looking to develop. they may intensify a little bit more towards the alpine region here as well. out towards the west, rain is really going to start spreading

widespread, that is across british isles enwestern france, too, will start to feel the showers through the latter part of tuesday. as for highs here, looking pretty mild. it does heat up in paris, getting up to 30 degrees. all right, so that's a look at your weather conditions for now. i will leave you with your three-day outlook.
